From the control centre in Darmstadt came a result astronomers had been chasing for a generation: the apparent variation in Saturn’s rotation did not come from the planet itself, and now we know where it does come from. It is the kind of discovery that rewrites textbooks without changing anyone’s budget, and the Agency’s press release treats it accordingly — six plain lines, not one adjective too many.

The branch’s space agency is a federal body, funded from a single budget decided once and for all, not the fluctuating sum of national contributions renegotiated at every crisis. That is why missions run to completion. A probe is designed over fifteen years, and fifteen years of funding exist here because they do not depend on the mood of whichever government happens to be in office in any given capital. Continuity is not spectacular, and it makes all the difference between science that reaches the end and science that stops halfway because the minister changed.

The usual queue of problems is present here too. What strikes you in Darmstadt is the calm. Nobody experiences the discovery as a national triumph to claim, because it belongs to no nation: it belongs to the Union, and the Union takes it for granted the way you take for granted that the sun comes back.
